If you already have a permanent residence permit, you only need to order a residence card. This will be possible from 15 February. Read more about this on UDI’s site here

The residence permit and card for UK nationals according to Norwegian Brexit regulations is free. If you have paid a fee for your application you should contact your local Police station to ask for a refund. You will then need to reapply for the correct permit under Brexit regulations here
